The Revere City project team told the committee that the 90% construction documents are ready to send to the Massachusetts School Building Authority but that unresolved soil conditions at the Wonderland site have created a schedule delay.
"The project's not going to be able to make the August, September 2028 occupancy date," Brian said, adding the team now expects move-in "at the holidays at the 2028" with the "first day of class just after the New Year." He said the delay stems from expanded soil testing and decisions about how to implement ground improvements after bid questions increased the testing timeline.
Brian told the committee scope and design remain unchanged and that two independent cost estimates — the Consigli 90% CD estimate and the project manager/CM estimate — both show the project tracking in a position that could meet the committee's $10,000,000 reduction target. He said those two estimates "keep me confident" the budget goals are achievable even as the schedule slips.
Mayor Keith, speaking after the update, called the delay "unforeseen, but not fully unexpected" for a multi-year project and said the bidding environment and financial position remain favorable.
After the discussion, committee members voted by roll call to approve submitting the 90% construction document package, including the updated schedule, to the MSBA. Roll-call responses in the record show all members present voting yes; Mike Piccardi was recorded absent. The committee chair said the team was prepared to send the package to MSBA "tomorrow" pending the committee's blessing.
The committee did not propose any scope changes; staff said they will continue to pursue schedule recovery where possible, provide additional testing and soil-management detail to the MSBA, and keep the committee informed of any material changes.
