Human Services reports Section 8 payment disruption; HUD request pending

Erica Garrison, Human Services Department, told the Calcasieu Parish Police Jury on Oct. 23 that the department currently has necessary funds for Community Service Block Grant and LAHEAP programming but is experiencing a disruption with Section 8 housing choice voucher payments.
"Where we're experiencing disruption is with our section 8 programming. We do have a plan in place. We have reached out to HUD to request funding in order for us to fund through the month of November," Garrison said. She told the jury staff have contacted landlords to explain that payments are expected but may be delayed while the department waits for HUD feedback. Garrison said Human Services is operating "business as usual" and is staying in contact with state representatives for each program.
The update came during discussion of human services agenda items including approval of the PHA plan for FY2026 and the five-year PHA plan for 2026–2031. The jury approved those submittals. The transcript records no immediate action by the jury to reallocate local funds pending HUD's response; staff said they have a contingency plan and are managing landlord communications.
