NCPRO warns state agencies: liquidate SFRF program costs by Dec. 31, 2026; only admin closeout costs allowed Jan.–Apr. 2027

Joy, a presenter from NCPRO, walked agencies through the State Fiscal Recovery Fund (SFRF) liquidation and allowable closeout schedule, citing federal compliance guidance, the 2022 final rule and the state SFRF FAQ.
She said program funds that were incurred or obligated by Dec. 31, 2024 must be liquidated by Dec. 31, 2026; funds not liquidated by that date must be returned to the U.S. Treasury. Joy stressed that liquidation means payments for program costs — including payments to subrecipients, contractors and agency personnel — must be made by the Dec. 31, 2026 date and that invoices should be received in time to enable those payments. “All invoices should be received in time so that you can make your payments by 12/31/2026,” she said.
Joy listed allowable administrative closeout costs (state FAQ Q17.5): administrative support, data security measures, financial reconciliations, compliance and reporting activities, audit and closeout processes, payroll for staff performing reconciliation and reporting functions, and preparing documentation for proof of payment. She said these administrative closeout costs may be paid from Jan. 1 through Apr. 30, 2027, and that no programmatic costs — including contractor and subrecipient payments — are allowed after Dec. 31, 2026.
Key deadlines Joy gave agencies included: final programmatic KPI data due Jan. 15, 2027; state agencies and subrecipients must report to NCPRO by March 15, 2027 (with a Feb. 28 cutoff for submissions intended to be included); all unexpended balances should be returned to NCPRO by Feb. 28, 2027; and NCPRO will submit the final report to the U.S. Treasury by Apr. 30, 2027. Joy warned that large payments in the last quarter of 2026 and any payments after Dec. 31, 2026 will be scrutinized by auditors.
Joy also reminded subrecipients that they must follow recipient rules and that the grants system (referred to in the presentation as Pangram) will be accessible through Apr. 30, 2027 for auditing and special purposes before entering a post‑closeout stage.
Next steps: agencies should assemble expense and invoice documentation now, coordinate with grant managers and plan administrative reconciliation work to ensure liquidation by Dec. 31, 2026.
