Council approves $15,000 amendment to finish Unified Development Code work

The Livingston Parish Council unanimously approved a $15,000 amendment to the WSP USA Corp. contract on Nov. 20 to complete work on the Unified Development Code (UDC) and extend the contract to Jan. 31, 2026.
Councilman Goff moved the amendment and Councilman Mangus seconded. Finance Director Mickey McMorris told the council the vendor reported a $30,000 overrun but agreed to accept $15,000 to finish remaining tasks and provide additional meetings with council members. Council members discussed prior contract phases and fee structure; Councilman Goff said the additional funds would allow completion and final council review.
Councilman Goff said the work should have been included in the original contract but described the $15,000 request as "reasonable" given the extensive input from the council, planning commission and stakeholders. McMorris and other staff said the amendment is intended to secure deliverables (final drafts and meetings) before adoption.
The motion passed unanimously; the council instructed staff to coordinate scheduling so members can review the final UDC draft before adoption.
