At its Nov. 18 meeting the Dickinson City Commission approved a package of personnel and routine actions, including a police retention bonus distribution plan, the city administrator’s annual pay increase and several administrative items.
Chief Ciani said the Dickinson Police Department received $67,543 from the recent legislative 'Back the Blue' appropriation. Staff proposed distributing 75% of the allocation equally among sworn staff and the remaining 25% according to a longevity matrix that recognizes months of service up to a 10‑year (120‑month) cap; commissioners approved the distribution plan by roll‑call vote.
The commission also completed the city administrator Dustin Dossinger’s annual performance review, reported high marks across evaluation criteria and approved a pay increase as set by his contract; the motion passed unanimously.
Other actions approved by motion and vote included appointment of Trevor Ernst, Adam Brzezinski and Susie Sobolek to the special assessment committee; acceptance of a voluntary special assessment resolution (Resolution 51‑2025) to replace a private water service line at 1513 1st Street West (estimated contractor quote $3,149.75; terms to match Special Improvement District 2025‑03‑1 at 3.7% interest over 10 years); and award of the Legacy Square 2026 concession liquor license to Bernie's Esquire Club (highest bid $6,013). Commissioners also approved the second reading and final passage of Ordinance 18‑39 (amendment to Chapter 6‑81 clarifying domestic animal provisions).
