Senior Engineer Keller told commissioners the project team received 72 separate bidders across 24 bid packages and estimated that 83% of the dollar value of the contracts would go to local contractors. The GMP is $10,843,057. The construction manager‑at‑risk contract schedules a May 1, 2026 start, a scale‑house in operation by November 2026 and substantial completion by July 2027.
Keller said the city attorney reviewed the contract and that city engineering and public works staff recommended approval. Commissioner Bair moved to approve the GMP contract with J.E. Dunn and Commissioner Bridal seconded; the motion carried by roll‑call vote.
The approval begins the procurement and subcontracting process under the GMP; Keller noted staff used construction‑management estimates and value engineering suggestions from the selected firm. The contract documents and the construction schedule will be posted with the city’s procurement office and subject to standard reporting and payment procedures.
