Attorney Thomas Lynch told the commission the site previously received Superior Court approval in 2017 for a 257‑unit apartment project and said the applicant has revised plans to propose manufactured homes at a lower density. Lynch used both 74 and 76 when referring to the count in the revised plan; staff characterized the unit count as an estimated number and emphasized engineer review must confirm calculations.
Mary Rose and commissioners focused discussion on stormwater and erosion controls. Staff said the city engineer and outside reviewers are evaluating whether additional erosion‑control measures or drainage sheet corrections are needed; the commission requested a presentation by the project engineer or designer at the Dec. 17 meeting if the city engineer determines a presentation is necessary.
No formal action was taken; staff and the applicant agreed to continue to coordinate with the city engineer and return with finalized plans and the engineer's report.
