Council approves routine administrative items: fee changes, easement acceptance and board appointments

Council approved amendments to development and design fees to align with Burke County plat review, accepted waterline easements at Riverbend Apartments, and made several board and commission appointments.
At the Dec. 1 meeting the Morganton City Council approved multiple routine administrative items.
Wendy Smith explained that, effective Jan. 1, Burke County will take over the plat review portion of subdivision review; to reflect that change, the council approved lowering fees for exempt and minor subdivisions from $100 to $50 and reducing administrative historic‑preservation review fees from $500 (which included newspaper advertisement costs) to $100 for items processed administratively. Council approved the amendments effective Jan. 1, 2026.
City Attorney Keith Rigsby presented a plat and deed of dedication for waterline easements installed by the Riverbend Apartments owner and recommended the council accept the recorded easements for public use; council adopted the resolution accepting dedication of the easements.
Council reappointed Butch McSwain and Lewis Carswell to the Foothills Regional Airport Authority (terms expiring Dec. 31, 2027), appointed Michael Lowther to the Recreation Advisory Commission (term to 06/30/2026), and recommended Mackenzie McGinnis for consideration by Burke County for the Tourism Development Authority. Motions on these items passed by voice vote.
Council also gave 30‑day notice that reappointments for Jesse Paris and Israel Givens to the Fireman's Relief Fund Board will be made at the Jan. 5, 2026 meeting.
