Developer outlines courthouse‑site redevelopment plan, says schematic design will wrap in December

Seth Henderson of Level Development Northwest presented schematic designs for the courthouse site, summarizing community priorities they heard from downtown businesses: expand and improve Liberty Plaza, attract diverse retail (notably an ice cream shop, bakery and a market), add permitted downtown housing and provide structured parking with an entrance on 8th Street.
Henderson said the project is in schematic design through mid‑December, that geotechnical borings and hazardous‑materials sampling are scheduled in early December, and that due diligence and a tentative closing were targeted around Jan. 2 (contingent on findings). He outlined a timeline: abatement in January, deconstruction in February–March, submit land‑use application in March, submit permits in the fall, start construction in 2027 and open the site in 2028 if approvals proceed on schedule.
Commissioners and downtown stakeholders asked about material palettes, storefront activation, preserving plaza commitments from earlier county actions and how the developer will engage local businesses. Henderson said the DDA includes a requirement to dedicate the plaza as a separate parcel to the city, and he said the team will coordinate with PRAC, parks staff and other community groups during design.
What's next: The developer will continue community outreach and return with land‑use application materials; city staff will continue review and public hearings as required under the land‑use schedule.
