The Sheboygan Common Council voted unanimously to approve the consent agenda (items 11–21) and adopted several separate measures, including a vendor permit agreement for the operation of a beer garden in Kiwanis Park and ordinances addressing boat-launch permits and parking restrictions.
Alder Decker moved to receive and file reports and adopt the consent resolutions; Alder Heidemann led discussion on item 20, a proposed Federal Highway grant application for a street improvement project that would add designated bike lanes and bump-outs to improve pedestrian and ADA access. Director Peterson said the project would include designated lanes and bump-outs intended to slow bicyclists and improve pedestrian crossings. City Administrator clarified that authorizing an application does not commit matching funds; specific grant terms would return to council if awarded.
On a separate resolution, Alders Decker and Rust moved to authorize a vendor permit agreement with Tributary Beer Garden LLC to operate a beer garden concession in Kiwanis Park. “I’m really excited that we will be having a beer garden back in Kiwanis Park this year,” Alder Decker said before the council approved the resolution by roll call (10 ayes).
The council also adopted an ordinance amending permits for boat launching and an ordinance changing parking restrictions on the west side of North 9th Street from Erie Avenue to Ontario Avenue, each passing by roll call (10 ayes). The items were handled as part of the regular agenda and carried without further amendment.
Next steps: grant application (item 20) will proceed as an application only; specific funding and match obligations will be addressed if the grant is awarded.
