Council adopts revisions to residential permit parking: higher fees, permit limits and caregiver exemptions

Transportation staff presented proposed changes to the Residential Permit Parking (RPP) program, which dates to 1979 and has been adjusted in prior years. Caitlin Parker (Transportation) said staff proposes to expand eligible residential property types (including duplexes and townhomes), raise the annual resident permit from $20 to $30, set guest permits at $2, and limit permits to four per lot (not per unit) to preserve curb availability.
The proposal would also reduce caregiver permit cost from $20 to $0 for qualifying caregivers, exclude residential buildings with more than 12 units under the initial phase, and phase consideration of commercial-property inclusion to a later council meeting. "So the first phase would allow these new eligible property types into the program beginning January 1...we are proposing to move forward with increasing the fees for the annual and guest permit, but decreasing the fee for the caregiver permit," Parker said.
Councilors praised the staff—s work and, after a brief discussion referencing the October work session, moved to adopt the ordinance changes. The council voted to adopt the ordinance by voice vote. Staff will return with recommendations on commercial properties and process considerations in a later meeting.
