Council approves expanded Raleigh Engagement Network with new tiers, grants and city support

City staff presented a multi-department package to enhance the Raleigh Engagement Network and formally incorporate Citizens Advisory Councils (CACs) into the program. Tyesha Moseley (Community Engagement) described a tiered structure: general membership, tier 1 and tier 2, each with graduated benefits such as access to community centers, media kits, website presence, one-on-one consultations, a certificate program, and grant funding.
Moseley said the enhanced network would provide annual general membership grants of $300 (until funds are exhausted), increase community center access from 18 to 20 sites, and add an option to "find your CAC" on the city website. Tier 2 would include a $1,000 grant with a required match, plus virtual meeting software licenses. "We're happy to say that through the continued partnership with RCAC that, they did vote to join the engagement network in October," Moseley said, highlighting recent CAC participation.
Staff proposed a mid-January rollout for the initial benefits and estimated that operating the enhanced program at full scale would cost about $62,000 per fiscal year, with midyear costs of roughly $25,000 absorbed through June 2026. Councilors praised staff and CAC members for the work and voted unanimously to adopt the staff recommendation to move forward with the enhanced network and formally incorporate CACs.
Council directed staff to monitor capacity during the midyear rollout and return during the budget cycle with requests for additional staff if needed.
