Temple staff outlines six-phase Unified Development Code update

City planning staff told the commission that the Unified Development Code — last updated in 2010 — has been split into six phases; phases 1 and 2 (sign rules and agency roles) have completed public consultation and staff expect to return with additional phases next year.
Assistant Planning Director Jeff Fisher told the Planning & Zoning Commission that staff and consultants have broken the Unified Development Code update into six phases. Fisher said phases 1 (signs) and 2 (agency roles) have completed initial public consultation and review, and staff will pursue the remaining, more complex phases next year, including subdivisions, zoning-district rules, and development standards such as fencing and lighting. Fisher said the UDC was last updated in 2010.
Fisher said staff met with local stakeholders and consultants and are revising the project schedule with Assistant City Manager Ms. Smith. He described subdivisions and development standards as areas requiring more time because they involve finance, engineering standards, infrastructure (water and sewer extensions) and other technical rules. Staff did not provide a final date for adoption of the remaining phases during this workshop segment.
