Council introduces massage-services code changes; staff to study narrowing operating hours

The Roseville City Council on Nov. 19 introduced for first reading an ordinance amending Chapter 9.1 of the municipal code governing massage services. The action followed staff comments and brief council discussion about hours of operation and permit conditions.
City staff reported the existing ordinance allows permitted massage businesses to operate from 6 a.m. to 10 p.m., though not all businesses use the full window in practice. Staff said it is assembling data on actual business hours and exploring whether to narrow the allowable window or use permit conditions and exemptions to limit hours for specific operators where enforcement history justifies restrictions. Staff noted that existing permit authority allows imposing hours or other conditions on businesses with prior issues.
Some council members expressed support for exploring shorter hours (one example suggested was an 8 p.m. closing time) but did not request an immediate change to the draft ordinance. After public comment (none on this item) and council discussion, the council voted to introduce the ordinance and will return for a subsequent reading and final adoption. Staff said they will continue stakeholder outreach and bring refined recommendations back to council as needed.
The November action was an introduction for first reading; no final change to hours or permit rules was adopted at this meeting.
