Brockton council approves grants, appointments and multiple appropriations; several items postponed
Summary

The Brockton City Council on Dec. 8 approved a series of grants, appointments and appropriations, and took procedural actions on several licensing and personnel items.
Key approvals
• The council adopted an order to accept and expend $175,000 from the Barr Foundation to the Department of Public Works after a favorable committee report; adoption was confirmed by roll call (11–0).
• The council adopted an order to accept and expend $68,000 from the Massachusetts Department of Environmental Protection (MassDEP) to DPW refuse (roll call 11–0).
• Several vendor and service expenditures for DPW totaling $293,453.44 were approved by roll call (10 in favor, 1 opposed).
• An appropriation of $100,000 from human resources benefits to fire personal services (non-overtime) was approved (10 in favor, 1 opposed).
• A transfer of $3,388,863 from the pension stabilization fund to the retirement contributory pension account was approved (10 in favor, 1 opposed).
Appointments and confirmations
• Faye Slayton was confirmed as an alternate member of the Brockton Council on Aging for a term to November 2028 by roll call (11–0).
• Peter Gaskins was confirmed to the cemetery board of trustees for a five-year term ending November 2029 by roll call (11–0).
Postponements and referrals
• Two licensing petitions from Teen Challenge New England (a garage license and a motor vehicle mechanical repair license for 12 Clifton Ave) were postponed at the applicant's request to the next council meeting.
• An appropriation transfer of $13,760.20 to public property was postponed because certification of free cash is pending; the CFO told council the Department of Revenue had not yet certified the free cash and that certification was expected soon.
The meeting also included an invitation (a resolved order) for the executive director and chairman of Brockton Community Access to appear before the finance committee to discuss municipal election coverage; that resolve was adopted by hand vote. Several other mayoral communications and smaller transfers were set on file or referred to the finance committee for review.
Next steps: Finance committee follow-up on postponed items and the referral to examine RDA deficits; Assessors Office to finalize tax calculations after adoption of the tax class order.
