Council refers $1.6 million transfer for Brockton Redevelopment Authority deficits back to finance committee

Councilor Farwell pressed for an itemized accounting: "Where did $779,883.66 go in fiscal year 25, paid out of Brockton Redevelopment Authority authorization? Who received the money? What vendor? In what amount?" He said he had not received an itemized listing and urged postponement or further review.
The CFO told the council the ability to finalize some transfers was contingent on certification of free cash, which had been submitted to the Department of Revenue and was expected to be completed the following day. "We did provide that to the Department of Revenue, but they have not yet certified the free cash," the CFO said, and asked that the item be postponed or referred for further review.
After discussion, a motion was made and seconded to refer the $1,609,443 transfer back to the finance committee for more detailed information. The motion passed, and the council did not approve the transfer at this meeting.
Next step: Finance committee will review the transfer request and the requested itemized documentation before the council takes further action.
