Wild Horse turbine collapse: FSEC hears cleanup update; 75% of components removed

FSEC staff and the certificate holder reported that a collapsed Wild Horse turbine was safely felled Oct. 22, oil from the nacelle was contained, about 75% of turbine components have been removed and transported off-site, and spill remediation will begin after safe exposure of the spill area in coordination with Ecology.
FSEC received an operational update Nov. 19 on a damaged turbine at the Wild Horse Wind Project. Jennifer Galbraith and Sarah Randolph briefed the council on cleanup and recovery steps following the Oct. 22 turbine collapse.
Galbraith said Puget Sound Energy and Vestas "were able to successfully fell the damaged wind turbines safely and without incident onto the associated gravel turbine pad and access road." She said oil released from the collapsed turbine was isolated to the gravel pad, contained where exposed with absorbent matting and tarps, and that "most of the spill was located under the turbine nacelle, and therefore not exposed or visible." Galbraith reported that approximately "75% of the turbine components have been removed and transported off-site for recycling or disposal," and that PSE is completing a root-cause analysis.
Ecology visited the site Oct. 27 to observe the spill area and coordinate on cleanup; spill remediation will begin after removal of all turbine components and when the spill area can be safely accessed. The council was asked to expect updates as cleanup and the root-cause analysis progress.
