FSEC adopts amendment to Policy 16-01 to delegate some plan approvals to director

The Energy Facility Site Evaluation Council on Nov. 19 adopted amendments to Policy 16-01 that clarify when staff and the FSEC director may approve preconstruction and preoperational plans and add transparency measures to inform the public.
Lisa McClain, legislative and policy manager, explained that the amendments require staff to post approved plans on the agency website and notify subscribers or project stakeholders. She said the revision also allows the council, by majority motion, to elevate a plan approval from the director to the full council. McClain told the council the proposed changes were posted for public comment beginning Nov. 3 and three comments were received, primarily expressing concern that the policy might reduce opportunities for public and tribal input.
Councilor Pamplin moved to approve the amendments; the motion was seconded, discussed briefly, and adopted by voice vote. The council accepted the clarifying language and adopted Policy 16-01 as amended. Staff will post any plans approved under the delegation and continue to notify subscribers as described in the amended policy.
