The Montgomery County Council on Dec. 2 interviewed three finalists to fill the at-large seat vacated by Gabe Albornoz. The council heard from Shivra Evans, Dr. Henry Lee and Roberto Rodriguez; the formal appointment was announced for Dec. 9, 2025.
Shivra Evans, a former school board leader, described her experience with education governance, PTA leadership and pandemic-era decision-making and said mental health, budgeting and trust-building are top priorities. Evans said she would be “prepared day 1” and emphasized listening tours and staff support to bring her up to speed.
Dr. Henry Lee cited decades of civic, university and interagency work and named the budget, economic development and affordable housing among his top priorities. Lee said he would rely on community engagement, staff analysis and data to guide decisions and confirmed he would not run in the upcoming election.
Roberto Rodriguez described 12 years in county service including work as a regional director and identified affordability, growth and safety as major issues. He emphasized transparency, risk management and partnership with district members.
Council members asked each finalist about the Racial Equity and Social Justice Act, budgeting and community engagement; candidates described prior work embedding equity and promised to consult staff and stakeholders in the caretaker role. The council noted the appointment will be taken at its Dec. 9 session.
