Staff engineering presented background on the request, recounting that Cedar Woods (a 50‑home community) requested town acceptance after Sea Pines’ bankruptcy left the neighborhood without sufficient capacity to maintain roads and drainage. Leslie Ford, president of the Cedar Woods Owners Association, addressed the council and described the neighborhood’s inability to bear ongoing maintenance costs.
Council discussed whether the town needs a written policy for future private‑road acceptances. Some members urged caution and requested a formal acceptance policy to avoid setting unwanted precedents; others said staff had inspected the roads and found them in sufficient condition for acceptance and recommended moving forward because residents pay town taxes and need the support. The motion to accept the roads passed 6‑1. Council subsequently approved a resolution authorizing the standardized stormwater agreement for Cedar Woods by a 7‑0 vote.
Councilmembers said staff will develop guidelines for how and when the town will assume control of private roads and monitor future requests. The town also noted that standards and engineering reviews would be used to determine acceptability in future cases.
