During the administrative portion of the Dec. 16 meeting a commenter who identified himself as Sammy Martin addressed the commission with a series of grievances and accusations concerning prior interactions with law enforcement and city processes.

Martin alleged he had been assaulted by officers at the Opera House and referenced a civil settlement. He also described a separate incident involving a fire-station interaction and criticized city leadership and county officials. Several of Martin’s remarks were strongly worded and involved allegations of procedural and constitutional violations; he said one officer violated his Fourteenth Amendment rights by ordering him off city property without following specified processes.

The commission did not take public action in response to the comment. Later, before adjourning the administrative meeting, the mayor requested an executive session to discuss pending litigation; the commission voted to enter the executive session and stated no action would be taken publicly afterward. "At this time, we will, retire... we will be taking no action during the executive session and will not then, therefore, will not reconvene after the executive session," the mayor said.
