The Carroll County Board of Supervisors formally certified that its most recent closed session conformed to the Virginia Freedom of Information Act and approved routine agenda items, including minutes, the consent calendar, invoices and quarterly appropriations.
The board adopted a resolution citing Code of Virginia §2.2-3711(D) that listed the subsections used to justify the closed meeting. The chair asked each member to certify compliance; members indicated their certification on the record.
After the certification the board moved through routine business. A motion to approve the minutes was made (mover: Mister Horton; second: Mister Moore) and carried on a roll-call vote with Bryant, Collins, Horton, Moore, Early and the chair recorded as voting yes. The consent calendar and two invoices dated 11/17/2025 and 12/01/2025 were approved together after a separate motion and vote.
The board then considered quarterly appropriations as presented. Mister Collins moved to approve the appropriations; the motion passed in a recorded vote with the board voting to adopt the presented allocations.
