Atchison County delays exit from neighborhood revitalization plan, schedules multi-party workshop

Atchison County commissioners on Nov. 18 voted unanimously to extend the county’s effective withdrawal from the 2021 interlocal agreement for the Neighborhood Revitalization Plan (NRP) until April 1, 2026, allowing time for negotiations with cities, townships and other taxing entities.
Chair read a resolution explaining that several participating entities are engaged in discussions about potential improvements to the plan and that continued county participation would allow Atchison County to take part in those discussions. The resolution rescinded the previously filed notice date and sets the new effective withdrawal date as April 1, 2026; the board recorded the resolution number as 2025-1559.
A city representative and commissioners described the main sticking point as proposed caps in the county’s draft: residential and commercial caps influence whether private developers and prospective projects — including a frequently discussed medical school proposal — would find the program attractive. The city representative urged either a higher cap for commercial projects (citing mid-size projects that would be squeezed out by a low cap) or shortening the program term (for example, from 10 years to five) and revisiting it.
Commissioners agreed to invite all participants to a joint workshop on Dec. 11 at 6 p.m. (location to be determined) so townships and municipalities can hold the statutorily required hearings and return to the county with consistent timelines. The board said it will also review the application language so all participants have the same understanding of program rules and valuation treatment before any final change.
The resolution and workshop aim to preserve the county’s seat at the table while participants negotiate revisions to the plan.
