Emmaus council approves engineer‑certified security reductions for three developments

Emmaus Borough Council on Dec. 15 approved requests to reduce developer escrow securities for three projects after the borough engineer certified that required work was complete.

Health, Sanitation & Codes committee presented the certified recommendations and asked council to act. The first request—Westrum’s Ironworks development—was approved on a motion by Councilman Brown and second by Councilman Dufresne. The second request, from Jack’s for the Franklin Street subdivision, carried on a motion by Councilman Brown and a second by Councilman Anders. The third request, from K Builders for work at Indian Creek Field No. 3, also passed after a motion by Councilman Brown and a second by Councilman Ladenburg.

The solicitor reiterated that under the Municipal Planning Code the borough is required to act on an engineer-certified reduction unless there is a strong legal reason not to, and the manager noted that affected residents retain remedies through homeowners associations for outstanding concerns and that no formal plan for a separate right‑of‑way request had been submitted by an interested Ridge Tree property owner.

Each security reduction motion passed by voice vote following committee recommendation and the engineer’s memorandum included in council packets. Council indicated any community concerns not addressed by the construction inspection process may remain available to residents through HOAs and ordinary legal remedies.
