Brookshire, Texas — The Brookshire City Council on Dec. 18 approved an interlocal agreement with Waller County to provide animal-control services and discussed past-due payments the city owes to the county.
Mayor Richards told the council the city previously had a multi-year agreement with Waller County at $20,000 per year and that two years of invoices had not been paid, described in the meeting as $40,000 in total; an additional line item in the packet was referenced which contributed to a figure council members cited as $60,000 in arrears. The mayor also said the agreement before the council reflected a monthly rate of $1,666 and that services are paid through 2025.
The mayor noted the city continued to receive animal-control service even while the invoices were unpaid and said the signed agreement would make the contract "whole" through 2025. The mayor pointed out that Olivia Olson, who provides animal-control coverage for Brookshire, does not guarantee weekend coverage and that the interlocal with Waller County would fill that weekend-service gap if needed.
An unidentified councilmember made a motion to approve entering into the interlocal agreement with Waller County; the motion was seconded and the council voted in favor.
Council did not take further action on long-term staffing or contracting options for 2026 during the meeting; the mayor said the council may decide next year whether to procure a different contractor or to rely on Olson and supplemental vendors for weekend coverage.
The agreement and related invoices were part of the meeting packet. The city clerk’s office will reflect the approved interlocal agreement in the official minutes.
