Pullman approves $604,000 engineering agreement to replace wastewater dewatering equipment

Council approved a professional services agreement with JUB Engineers to design upgrades to the wastewater treatment plant's dewatering system. Deputy Public Works Director Clayton Forsman said the plant's single belt filter press is more than 35 years old, parts are obsolete, and long lead times for replacements have strained staff.
"We received six proposals," Forsman said, explaining the five-person selection committee ranked JUB Engineers as most qualified. Staff negotiated a scope and brought an engineering services agreement with a not-to-exceed amount of $604,000; work would be performed on a cost-reimbursable basis and funded from the sewage treatment plant budget.
Council adopted Resolution R-52-25, with staff noting the goal is to complete design within 12 months so the city can bid and schedule construction as needed.
