Councilmembers and city staff reviewed two draft agreements with the Elgin Chamber of Commerce governing hotel‑occupancy tax (hot funds) support for the visitor center. Mayor Pro Tem and staff emphasized that hotel‑occupancy dollars should be spent to attract out‑of‑town visitors — 'heads and beds' — and asked the chamber to make the visitor center role more prominent in signage and marketing.
Heather Bloom, president of the Elgin Chamber of Commerce and Visitors Center, acknowledged past reporting errors and said the chamber would improve reporting and literature to better highlight the visitor center. A councilmember said six months of reporting suggested roughly 250 visitors, the majority from Bastrop County, and questioned whether that output justifies a $58,000 annual allocation. Staff agreed to distribute outstanding reports to council the following morning and to return a revised agreement for council consideration on Dec. 16.
