Elgin City Council held its regular meeting on Dec. 2, 2025. Residents and preservation groups gave extended public comment opposing a proposed wastewater treatment plant and industrial annexation near the historic freedmen community along Lydig/Litig Road; the council also approved several routine motions, authorized a compensation study contract negotiation and later appointed a new city manager.
