Residents raise policing and code-enforcement concerns during Kankakee council public comment

Two residents used the public comment period at the Dec. 15 council meeting to raise neighborhood safety concerns.

Robert Ellington Snipes recounted being stopped while walking to a store and told to place his hands on an officer’s vehicle, which he said he refused to do without an explanation. He criticized how officers handled the stop and urged the city to pair inexperienced officers with seasoned personnel and to show courtesy when mistakes occur. He told the council: "I wouldn't be here tonight if an individual or a couple of individuals would have just simply said, We apologize." The mayor and staff said they would follow up.

Alicia Hartford, who identified her address as 419 South Harrison Avenue, reported an abandoned house next door at 431 South Harrison that she said has been open to trespassers, has broken windows and animal concerns, and has repeatedly prompted police calls. She asked for city assistance; the mayor said staff would contact her and review the property.
