Summary
At the Nov. 20, 2025 Chino Valley Unified Board of Education meeting, public commenter Amanda Swagger alleged a revised "controversial issues and flag ban" policy was placed into revised board policy without a formal vote and urged the board to rescind it and consider it in open session; the board then moved into closed session on litigation, labor and personnel matters.
At the Nov. 20, 2025 meeting of the Chino Valley Unified Board of Education, a community member urged the board to undo a procedural error and avoid discipline related to a disputed policy.
Amanda Swagger, speaking during the portion of the meeting when members of the public were allowed to address closed-session agenda items, said documentation provided by ACT suggested possible litigation and that "the policy that was not passed during open session was placed on the agenda." Swagger told the board the revised language on "controversial issues and the flag ban" had been pulled from the agenda but nevertheless ended up in the district's revised board policy document and should be rescinded until the board addresses it openly.
"I encourage the board to step back, remove the revised policy from the procedure and then go through open session," Swagger said, urging the board not to blame or discipline Dr. Enfield for actions taken under the presumption that the policy was valid. She also recommended that any discipline tied to that policy be rescinded for the affected employee.
After public comments the presiding officer thanked speakers and announced that the board would adjourn into closed session. The items listed for closed-session consideration included conference with legal counsel on five existing litigation matters and four potential cases of anticipated litigation; student discipline matters; conference with labor negotiators regarding ACT and CSEA; public employee appointments for a high school principal and two coordinator roles (risk management; child welfare and attendance); and public employee discipline, dismissal or release. The presiding officer said these matters were described in detail on the printed agenda.
The transcript of the public meeting ends with the board moving into closed session; any deliberations or votes that occurred in closed session are not included in the public record. No formal motion to rescind or revise policy is recorded in the public portion of the transcript.
