Oldham County adopts resolution accepting Commerce Parkway traffic study

Oldham County Fiscal Court unanimously approved Resolution No. 01‑11‑18‑25 on Nov. 18 to accept a Commerce Parkway traffic study prepared under contract with QK4 Inc. The study covers portions of Commerce Parkway in both unincorporated Oldham County and the City of LaGrange and was funded by both jurisdictions.

County Engineer Jim Silliman presented the resolution on screen and read the key findings and background: the county entered into an agreement with QK4 Inc. on Jan. 21, 2025, and draft and final versions were presented to the county committee and LaGrange city council earlier this year. "Oldham County Fiscal Court hereby accepts the study dated 06/10/2025 as guidance for the future development along Commerce Parkway corridors," Silliman read during the presentation.

Magistrates asked technical questions about the study's scope (whether it covered the full length to Highway 53 and how suggested alignments would relate to city decisions). Silliman confirmed the study intentionally covered the entire corridor so future work would not require separate studies and that the document is guidance rather than prescriptive zoning. He noted some recommended connections fall inside LaGrange city limits and would be city decisions, although the joint study saved duplication of costs.

Why it matters: the study will serve as an advisory reference for intersection spacing, alignment suggestions and future transportation investments along Commerce Parkway, a corridor identified for development. Magistrates said elements in the document may need near‑term attention and financing through road and finance committees.

What happens next: The resolution places the study into county records for use in planning and in the comp plan update; any physical project or right‑of‑way purchase would require subsequent funding decisions and, where applicable, city approval.
