Staff explained the proposed house would match local street massing, meet base zoning setbacks, have a primary ridge height of about 26 feet and a front‑facing gable closer to 24 feet. The applicant, Jim Swinney of Jim Swinney Construction, described revisions that brought the design from a previously proposed 33‑foot profile down to the 26‑foot ridge and said he planned to use materials sympathetic to the neighborhood.
Neighbor Mike Reed, who lives at 1205 Greenfield, said he had no issues with the house but asked that the earlier approved privacy fence remain part of the commission’s record; the chair clarified that fences are not reviewed in this overlay and therefore not under the commission’s purview.
Commissioner (speaker 9) moved to approve the application with staff recommendations and conditions; the motion carried by voice vote.
Next steps: staff will finalize conditions in the permit package and the applicant may proceed with required preservation permit steps and Metropolitan Department of Codes Administration approvals before construction begins.
