Planning Commission recommends approval of several Planters Point commercial projects, requires wider landscaping fixes for PELC Tire

The Fairhope Planning and Zoning Commission on Dec. 1 moved three commercial site-plan reviews toward City Council with staff-recommended conditions and clarified landscaping and lighting requirements for one case.
Staff briefed the commission on SR 25.06 (PELC Tire Auto Service Center, Lot 7, Planters Point), noting the project is generally compliant but requires landscaping and lighting corrections. Staff initially listed condition 2 as requiring five additional overstory perimeter trees, but commissioners and staff's horticulturist clarified that palm trees do not count as overstory. The commission agreed to change condition 2 to require seven additional overstory perimeter trees to meet the City of Fairhope tree and landscape ordinance.
Commissioner moved to recommend approval of SR 25.06 subject to staff recommendations with the change from 5 to 7 additional overstory perimeter trees. That recommendation was forwarded to City Council for final action.
Staff then presented SR 25.07 (Advanced Auto Parts, Lot 9, Planters Point), saying the applicant had negotiated a shared access agreement with Express Oil Change and had resolved most technical items, with minor tree/right-of-way additions requested. Paul Marcinko of Jade Consulting, representing the applicant, said coordination was ongoing and that a revised landscape plan addressing the city's horticulturist comments would be submitted prior to Council review. The commission recommended SR 25.07 to City Council subject to staff conditions.
SR 25.09 (7 Brew Fairhope) contained several outstanding technical and screening issues. The applicant requested tabling and the commission moved and approved the applicant's request to table the item.
Finally, SR 25.10 (Culver's of Fairhope) was presented with mostly minor compliance items: mechanical equipment location, dumpster-screening detail, parking compact-space counts and additional overstory tree plantings. David with Cadre Engineering acknowledged staff's conditions and said the team would provide revised plans; commissioners voted to recommend approval to City Council subject to the four staff conditions.
"Revise the landscape plans to add perimeter landscaping on the property that is adjacent to Encounter Drive right of way," staff said about one of the Planters Point cases; commissioners reiterated that failing conditions must be satisfied before the case advances to City Council.
The commission's recommendations for multiple Planters Point projects now go to City Council, which will take the final actions. Where staff requested revisions, the commission generally made approval contingent on department-reviewed revisions being submitted before the Council hearing.
