Patrick County’s Board of Supervisors approved several park-related allocations and capital actions aimed at keeping facilities open and addressing urgent repairs.
Parks & Recreation Director Luke Williams presented a color-coded spreadsheet of park budgets and project quotes for Mountain Top Park, Woolwine Park, Patrick Springs Park, Doctor/Stewart Park and Dan River Park. Williams flagged the Mountain Top Park well as a critical need, showing contractor quotes that ranged widely. He recommended Aqua Drill’s deeper quote as the preferred option.
After discussion about funding sources and existing bids, a supervisor moved to allocate $4,000 per park from former ARPA funds to cover operating expenses (utilities) for the remainder of the fiscal year; the motion was seconded and passed on recorded 'aye' votes. The board also approved funding for specific park projects: up to $21,000 for a new well at Mountain Top Park (contingent on deed transfer to the county), $1,500 for ICD Hart Park electrical work, and $2,500 in ARPA funds for Dan River Park repairs and window/awning work.
Board members asked staff to obtain additional quotes where bids appeared high or incomplete and discussed the potential for trustees or county maintenance to handle demolition or repairs to reduce cost. Supervisors asked staff to make the park-related checks as soon as feasible so parks could keep utilities and programs running into the next year.
These actions use ARPA funds for near-term operating needs and capital fixes while the board considers budget-year allocations.
