Duval adopts 2025 hazard mitigation plan to qualify for mitigation grants

The Duval City Council voted to adopt a 2025 hazard mitigation plan that describes the city’s exposure to local hazards and lists mitigation actions to maintain eligibility for mitigation grants under the Disaster Mitigation Act of 2000.
Emergency management coordinator Luke Eckert told council the local annex inventories hazards (including flood and landslide zones) and maps vulnerabilities specific to Duval. He said the annex documents mitigation actions and project status (complete, ongoing or not started) and explained that projects must be listed in the plan to qualify for grant funding. "The mitigation plan is an annex onto the county hazard mitigation plan," Eckert said, and adoption by council will support future grant applications for projects the city wants to pursue.
Staff noted the plan is a living document that will be updated and tracked; the county base plan and each jurisdictional annex go to FEMA for approval. Council moved and approved the plan by voice vote.
