City staff presented an ordinance that would allow the city to join the chain of title for a parcel related to a possible development with Waste Management. Staff clarified this is a preliminary legal step (to "freeze" the property value as vacant) to permit future tax increment financing (TIF) legislation; it does not by itself specify public improvements or community benefits. Staff said Waste Management is open to discussing a TIF that could capture a share of payments‑in‑lieu‑of‑taxes for redeployment to public improvements or community benefit programs in the surrounding area.
