Conroe ISD outlines new math-adoption process under HB 1605, eyes Bluebonnet Math pilot

Conroe ISD staff on Oct. 21 walked trustees through the state—hanges to instructional-material selection under House Bill 1605 and the IMRA (Instructional Materials Review and Approval) rubric now used by the State Board of Education.
"Part of those entitlements are what we call the entitlement for highly quality instructional materials," Dr. Upshaw said, explaining that adopting a state-vetted HQIM can bring roughly $40 per student and that choosing an open educational resource carries a $20-per-student allotment. She described the two funding streams and urged careful selection and training.
Upshaw explained the IMRA rubric requires 100% alignment to the Texas Essential Knowledge and Skills (TEKS), alignment with ELPS for emergent bilingual learners, grade-level suitability, embedded supports and aligned assessments. She said the state-reviewed list (HQIM) produces vetted options the district will pilot before recommending a final selection.
On math specifically, staff identified Texas Bluebonnet Math (K through Algebra I) among the publishers under consideration for K–6; the district plans teacher-guided pilots, a district guiding coalition of trained educators, and a phased implementation to avoid rushing adoption. "The question is which one is better for us as teachers to implement," Upshaw said, describing the district process to narrow choices to the top two or three options for board review.
District staff also reviewed projected funding and costs linked to adoption decisions and noted that some entitlements are biannual: "Before we think we're gonna have $3,400,000 every year, it's every 2 years," the presentation said. Staff estimated total adoption cost for a full math adoption could be substantial and emphasized the need to make funds last and include recurring costs (software, personnel, training).
