The Redevelopment Agency of the City of Las Vegas on Dec. 17 approved two measures to support rehabilitation of the Star Motel at 1418 South 3rd Street. The agency read items for a Multifamily Residential Unit Improvement Program (MFR-UIP) grant not to exceed $50,000 (RA-31-2025) and a Multifamily Residential Visual Improvement Program (MFR-VIP) grant not to exceed $25,000 (RA-32-2025). Both measures were authorized by vote.
Dina Babsky, director of Economic and Urban Development, said the property sits adjacent to a forthcoming arts-district parking garage and near planned affordable housing for artists. Babsky said the Star Motel was built in 1947 and noted it is among the city’s older motels. She and applicant representative Glenn Plentone described plans for a full interior and exterior rehabilitation including new kitchens, bathrooms, flooring and exterior paint.
Plentone said he and a partner acquired the property about two years ago when occupancy was low, renovated an adjacent building (1414) into an Airbnb, and have completed similar small projects including 24 units at another property. Plentone said the current rehab will require roughly $200,000 of investment; Babsky said the property is eligible for $50,000 under MFR-UIP and $25,000 under MFR-VIP and that the work is expected to start after approval and finish within 180 days.
Councilwoman Diaz moved to approve agenda item 6 (the MFR-UIP) and later moved to approve agenda item 7 (the MFR-VIP). Both motions passed by voice vote; no roll-call tallies are recorded in the transcript.
Agency members congratulated the applicants on the planned revitalization. No members of the public spoke during the redevelopment agency’s citizens’ participation period.
