Daviess County commissioners approve highway bids, grant commitments and multiple contracts

Daviess County commissioners on Nov. 25 voted unanimously to accept a set of annual highway bids, authorize bidding for a bridge replacement, approve several grant-commitment letters and sign multiple county contracts.

Chris, the county’s highway representative, presented the annual bids for materials and services, explaining that the county often awards multiple responsive bidders to ensure availability and account for freight differences. After the presentation the board voted to accept the annual bids as described.

Chris also summarized a federal bridge grant application for a bridge east of Ragglesville that the county has resubmitted as a replacement project. "It's a $4,100,000 bridge," he said, adding that the preliminary estimate of the county’s local match is $824,000 (about 20 percent). Commissioners agreed to sign a financial-commitment letter that will accompany the grant application.

The board also approved two safety grant applications for guardrails on St. Mary’s Road causeways. Chris described the South Causeway project with a total of $822,766 and the North Causeway at $596,357, both structured as federal grants with a local match (presented as 10 percent at the meeting).

Commissioners authorized advertising for bids to replace Bridge 176 (700 East between 400 North and 500 North), with Chris estimating the replacement cost between $200,000 and $300,000 and describing the structure as a narrow rail-car bridge that will be widened to two lanes.

On administrative matters the board moved the county’s ADA and Title VI coordination role to Chris in the highway office on a short-term basis so the county can meet federal compliance expectations tied to grant eligibility. The motion passed unanimously.

The board also approved several budgeted contracts and routine items by unanimous votes, including: - A GIS/Spillman dispatch contract for first-responder mapping and dispatch support ($42,350; already budgeted in the sheriff’s budget). - An amended one-year EDC contract that adds measurable metrics and preserves a year-to-year arrangement for refinement. - LPA claim vouchers for previously authorized local projects (presented in the packet).

Several other routine motions — approval of minutes, payroll claims and a series of administrative schedules — were approved during the meeting.

The board did not finalize changes to the county’s ambulance contract.
