Tupelo council approves neighborhood design review appointments, closes TIF account and clears routine items

On appointments, staff presented nominees for the Jackson West Redevelopment Design Review Committee: Ellen Short, Louis Merskalco, Richie Alvarez (three nominees recommended by the Neighborhood Development Corporation), Andrew Dodson (Jackson West Neighborhood Association) and Leslie Mart (Joyner Neighborhood Association). The council approved the list.
For the Joiner Neighborhood Design Review Committee, the council approved nominees Andy Estes, Lucas Berryhill and Chaz Kirby (neighborhood-selected), Jessica Rushing (mayor's appointment) and Chuck Willingham (council appointment).
On finance matters, the council moved to close a 2025 TIF bond bank account established to receive funds for the Tupelo Commons project; staff reported the account balance is zero and that funds had been spent according to the bond resolution. The motion to close the bank account passed.
Council also approved routine items including meeting minutes for the Cadence Bank Arena and bill payments. One council member recused themself from the TIF account item as noted on the record.
