Oak Ridge council approves $55,789.50 change order for waterline pipe specification

The Oak Ridge Town Council voted Dec. 4 to approve a $55,789.50 change order amending the waterline contract to use 12-inch PVC SDR 21 pipe after the North Carolina Department of Transportation requested an additional pipe specification to allow higher PSI. Town Manager Bruce described the revision as above the town’s original specifications but required by NCDOT for any water line installed in the DOT right of way.
Bruce and water-advisory members said they had discussed the change with the town’s engineer (Wooten Company) and the construction contractor. The town manager said the project includes a contingency of $220,000 and that the change order will use roughly 25% of that contingency. A motion to approve the contract amendment passed by voice vote.
Council members said they were surprised the state and the town’s engineer had not caught the specification discrepancy earlier but expressed relief that the issue was identified before pipe installation. The manager said Wooten will help handle complex reimbursement filings associated with grants funding the waterline project.
What happens next: The contractor will proceed under the revised specification; town staff and the engineer will manage change-order paperwork and reimbursement filings with grant administrators and NCDOT as needed.
