Council approves surplus-energy agreement for wastewater plant solar array as statutory precaution

Council approved a surplus-energy agreement between Watertown Wastewater Treatment Plant and Wisconsin Electric Power Company required by state statute should any minor surplus power ever be generated by a planned solar array; staff said the plant is not expected to generate spare power.
