Council adopts Oxbow plan development overlay on second reading; county-line limits privacy modification

On Dec. 16 the Watertown Common Council approved ordinance 25-24 on second reading, adopting a planned-development overlay general development plan for the Oxbow at the addresses listed in the resolution packet.
Alderman Berg asked whether the public-comment concern about privacy and shading raised by a resident (Sandra Trego) had been addressed. Planning staff explained the parcel crosses a county line and said mirroring the building as requested would split units into two counties, which state law does not permit; instead, the current design includes a wall at the county line to create the necessary delineation.
The ordinance was sponsored by the planning commission and a council member, moved and seconded on the floor, and approved by a roll-call vote. No amendments were adopted during the discussion.
Councilmembers who voiced questions were satisfied by the staff explanation that county-line constraints limited design options. The ordinance is adopted as submitted on second reading.
