The Carroll County Board of Commissioners approved a contract to upgrade the county’s security camera, door‑lock and intercom systems on Dec. 2, accepting the recommendation of Major Shane Taylor and Deputy Michael Griffin to award the work to NetPlanner.
Major Taylor said the county last upgraded the system in 2017 (for about $1.2 million) and has experienced server and retention problems this year, reducing retention from about eight weeks to roughly three. County staff solicited bids and received two timely proposals: NetPlanner and RJ Young. Taylor told the board NetPlanner met the RFP requirement for a Genetec security center with access‑control integration and proposed roughly six months of on‑site retention, while the RJ Young proposal would not integrate with the county system and offered far less retention.
Taylor said NetPlanner met the requested equipment list (approximately 130 cameras, including 18 360‑degree cameras and two license‑plate readers) and would interface with the detention center and future additions. He noted both firms offered similar warranties and comparable maintenance agreements (about $4,500/year). County IT (Jacob Parsons) recommended NetPlanner based on its experience and compatibility with correctional applications. The board voted 7‑0 to approve the contract.
