The Chittenden Solid Waste District board voted Nov. 19 to adopt the 2025 Solid Waste Implementation Plan (SWIP) and authorized staff to submit the plan to the Vermont Agency of Natural Resources for final approval; the motion passed by voice vote.
Staff member Joey presented the plan, saying it reflects the state-required minimums for outreach, prevention and reporting. "Once the board approves the plan, it will be submitted to ANR for final approval, and implementation will begin on January 1," Joey said.
Board members asked whether the SWIP includes upstream waste-prevention programs beyond the state minimums. Joey and staff explained that the SWIP lays out the minimal set of outreach requirements (print, digital, in-person outreach with businesses, schools and events, postcards and social media) required by the state; additional pilots and programmatic work can continue outside the SWIP.
The board adopted the plan and staff will file it with ANR; implementation steps will begin after ANR’s review and approval.
