The commission recommended approval of four variances for Lot 7 in the Highland Terrace Mobile Home Park by a 6–1 vote. Staff explained the park was platted in 1970 and annexed into Keller in the late 1980s; the subdivision was zoned SF‑36 (36,000 sq ft minimum) at annexation, a standard that staff said the existing mobile homes could not reasonably meet without variances (SEG 1527–1534).
The applicant requested four changes to UDC standards: reduce the minimum front yard setback from 35 to 25 feet; reduce minimum dwelling size from 2,400 to 2,000 square feet; increase main building lot coverage to 35% (from 30%); and increase maximum lot coverage to 55% (from 50%) (SEG 1531–1544). Staff noted city council had previously approved 26 identical variances for other lots in the same subdivision.
Because UDC variance applications are not subject to a public hearing, the public had the opportunity to speak during the meeting's persons‑to‑be‑heard period; staff reported no specific public opposition during the agenda item. The commission ultimately forwarded the recommendation to council (motion carried 6–1).
The case will be considered by Keller City Council on Jan. 6, 2026.
