Jean's Village Towing (1290 Peterson Drive) sought a reduction of the north side‑yard setback from 17 feet to 0 feet for a nonpermitted building addition (PV25‑0007) and major site plan and building appearance approval for the addition (PSMAJ25‑0004). Staff reminded the commission that related petitions were before the commission in October 2025 and outlined conditions including after‑the‑fact permits, a required plan of consolidation (PSUBFP25‑0005), a ComEd removal and restoration plan for unauthorized elements on ComEd property, and a prohibition on signage on the addition without a sign permit.
Applicant Joey (Joe) Pascucci described proposed appearance changes including a brickboard treatment and said the net change in building dimensions was minimal (about one inch). Commissioners asked about gates and snow plowing, drainage to a central property sewer, and whether adjacent property owners consented to the close proximity of the addition; the petitioner said neighbors had provided consent and that the building would be brought into compliance through permit work.
Votes on the variation and the major site plan were split. The commission voted 3–4 against PV25‑0007 (variation to reduce the side yard setback), so the variation did not pass. The major site plan/appearance approval also failed on the record at the Plan Commission level by a split vote. Staff said both matters will advance to the village board on Jan. 5, 2026, where the board will consider after‑the‑fact permits, consolidation and any conditions required by the village.
