The Wheeling Plan Commission approved a minor site plan for Lakeside Villas (794 Lakeside Circle Drive) that permits construction of retaining walls, installation of a 6‑foot board‑on‑board fence along the east property line, and associated drainage improvements.
Engineer John Everard (Manhard) told the commission the fence will be set back 1 foot from the property line so footings remain on petitioner property, and the project includes storm inlets to capture runoff currently flowing onto adjacent lots. He said the petitioner has signed permission from three adjacent property owners for removal of five trees directly on the property line.
Staff recommended eight conditions, among them submission of a tree survey identifying species and condition prior to tree removal or construction permit issuance; the finished side of the fence must face outward; lighting and landscaping specifications must be submitted for staff analysis; a structural engineer must inspect the retaining wall and submit a signed and sealed letter certifying compliance with applicable codes prior to final approval; and final as‑built drawings must be provided.
Commissioners asked whether removed trees would be replaced; the petitioner said no replacement is currently planned and that several were nuisance or dead trees. Commissioners also pressed about maintenance access between existing and proposed fences; the petitioner said gates are planned to allow maintenance access. The plan was approved on a roll call vote; staff said they will issue a follow‑up letter and process permits once the petitioner addresses conditions.
The commission noted that all storm sewer improvements must comply with village engineering standards and that any additional site work beyond the approved plan requires further village review.
