Plan commission approves pickup/drop‑off plan for Inspired Learners Academy at 410 E. Dundee

The Wheeling Plan Commission voted to approve a minor site plan that establishes an on‑site pickup and drop‑off area for Inspired Learners Academy at 410 East Dundee Road.

School representatives told commissioners the plan calls for staggered arrival and departure windows (about 8:30–9:00 a.m. and 3:00–3:30 p.m.), with staff in reflective vests using handheld stop signs to assist parents. A petitioner representative described the operation as a quick turnover: “we will unload in 1 to 3 minutes getting the car the kiddos swiftly out of the car and into the building,” and said the school projects about 20–25 students at opening.

Commissioners asked how many cars would be unloaded at once and whether parents would park and walk children in; petitioners clarified that families may choose to park, but a staffed valet‑style unloading at the designated loading space is planned. Staff and petitioners agreed to add a condition limiting drop‑off and pickup to the designated Space 1 on the approved site plan to avoid queuing on public streets.

The commission imposed four conditions, including (1) a designated staff member present during all pickup/drop‑off periods wearing a reflective safety vest and using a handheld stop sign; (2) all pickup/drop‑off activity to occur on‑site with vehicle queuing on public streets prohibited; (3) resubmittal of any changes to the approved site plan for staff review; and (4) that students be dropped off or picked up only at location 1 as shown on the site plan. Commissioners voted to approve the plan; the petitioner was advised to proceed with business‑license and permit applications.

The commission noted the minor site plan does not require further approvals beyond the village business license and building permits. Petitioners said they already hold a business license and will begin work “very, very soon.”
