Morrow County approves solid-waste and sanitary rate increases after hearings

Commissioners on the Morrow County Board approved two rate increases for local solid-waste services following staff presentations and public hearings.
Miller & Sons’ franchise increase, which the Solid Waste Advisory Committee had reviewed, was approved with an administrative amendment to correct the effective date in the signed order (OR-2025-08). Public Works staff told the board the company prefers whole-dollar adjustments and that the advisory committee recommended the change. No members of the public addressed that hearing.
Sanitary Disposal requested a 5% increase tied to the West-region Consumer Price Index. Staff noted that some of the request reflects recent landfill fee changes and broader regional costs. Resident Lindsay Kerrigan urged caution, saying the compound effect of last year’s large increase and this year’s request “seems like it’s climbing exponentially fast.” Sanitary Disposal’s district manager, Kevin Bridal, told commissioners the company’s payroll increases averaged about 4.5–5% this year and that some costs are pass-throughs from the landfill.
After discussion about which CPI series to use and the impact on households, the board amended the sanitary increase to 3.5% and approved it effective Dec. 4, 2025. The board also specified that Sanitary Disposal provide a detailed cost-analysis report for commercial and residential disposal fees to the Solid Waste Advisory Committee at its January meeting.
The actions were taken in open session and recorded as motions with unanimous voice votes; the board asked staff to correct dates and ensure the final signed orders reflect the amended effective dates.
Next steps: staff will post the corrected orders and Sanitary Disposal will prepare the requested cost-analysis for the advisory committee’s January meeting.
